Siem Reap Smart City Phase 2 starts in September 2026
A joint programme of the provincial administration and JICA moves from pilots to scale around Pub Street and the river. What it covers and what property owners should watch.

Facts as of 8 October 2026.
What was announced
Phase 1 of the Siem Reap Smart City programme finished in May 2026. It delivered pilot projects including a shared data platform, improvements to urban environment management and monitoring systems. Phase 2 runs from September 2026 to August 2028 and is described as a shift from testing ideas to scaling them.
The work focuses on digital tools for running the city: traffic optimisation, waste management, public safety and digitised public services. Eight pilot components are deployed along Pub Street and the riverbank corridor. The programme sits inside Cambodia's Digital Economy and Society Policy Framework 2021 to 2035.
What it may mean for owners and renters
Smart city work is about services, not new buildings, so the effects are indirect and slow. Things worth watching in the central area:
- Traffic management in the busiest evening streets, which matters for guesthouses, bars and short-stay rentals.
- Waste and cleanliness along the river, which affects how pleasant a street is to live on.
- Public-safety monitoring, which can matter to tenants choosing a neighbourhood.
None of this changes what a property is worth by itself. Compare listings on what you can see: the street, the access, the title and the rent actually being paid.

Questions people ask2
Who runs Siem Reap Smart City?
It is a joint initiative of the Siem Reap Provincial Administration and the Japan International Cooperation Agency (JICA), with public, private and academic contributors.
Will it raise property prices?
There is no evidence yet either way. The programme is about city services, not about land, so treat any price claim as a guess.
